Add performance monitoring framework

Description

Add prometheus to the deploy for component performance monitoring. Auto-configure Prometheus as a data source in Grafana. Auto-configure performance dashboards in Grafana.

Demo or definition of done

Prometheus and Grafana are deployed and auto-configured for performance monitoring.

• basic building blocks created, to be integrated into a framework and polished
• update tutorial with deployment of prometheus addon
• remove grafana from webui and use that provided with prometheus
• update auto-configuration of datasources in grafana to new grafana
• auto-configure dashboard for component monitoring
• add selection variables in component monitoring dashboard
• implement device driver monitoring and service handler monitoring
