Add logic to DLT to extract performance data

Description

Add logic to DLT to extract performance data. Initially, extract:

• histogram of record creation/modification/removal latency
• ... as function of record size
• ... as function of number of records
• ... as function of number of peers? Data should be uploaded to prometheus and displayed in Grafana.

Demo or definition of done

DLT performance is stored in Prometheus and plotted in Grafana.
