(CTTC) Implement NBI connector IETF L3-VPN Service Delivery

Description

Implement basic connector for the YANG Data Model for L3VPN Service Delivery (IETF RFC8299 [1]) in NBI component to offer L3-VPN services.

Demo or definition of done

An RFC8299-compliant endpoint should be exposed in the NBI component.
