Draft: Added documentation on primitives support feature and NSLCM status

I thought it made sense to put the documentation for the primitives feature on the Catalogs and Templates page, as the previous documentation on actions/primitives was also there. If you feel it makes sense to move it to a different place, that's no problem for me.
