XR Device Driver update for newer IPM and update for tests to work with current Tera Flow version

• Update XR Device Driver to work with newer IPM version (some REST API changes, API version 0.7.4)
  • Management of implicit transport capacity in L1 mode (previously invisible in REST API)
  • Changes in enumerations indicating port and VTI modes.
  • Changes in interface selector naming
• Update XR Device Driver functional tests to work with baseline changes introduced in feat/nfvsdn22
• Update XR Device Driver unit tests to work with current TF version
