Draft: feat: support for SD-Fabric dataplane

Background merge request for major P4 extensions. Covers:

• bug fix as per #268
• refactoring of the p4-int-routing-acl test
• refactoring of the p4-l1-service-handler to differentiate it from the forthcoming service handlers
• replacement of P4 device icon for better topology visualizations
• introduction of a new link type for management links
• move of some P4 driver type checking methods to common type checkers
• introduction of a common service library for the SD-Fabric dataplane (#276)
• introduction of some new service types for In-band Network Telemetry and Access Control Lists
• new P4 INT service handler (!334 (merged))
• new P4 L2 simple service handler (!335 (merged))
• new P4 L3 service handler (!336 (merged))
• new P4 ACL service handler (!337 (merged))

Closes issues: #268 and #276
