fix p4 driver not correctly retrieving resources (#139)

Closes #139 (closed) .

The meter entity had a bug where we were not passing the correct parameters to its parent's constructor. Regarding controller_packet_metadata, the previous code incorrectly threw an exception. This was changed to just a warning. In the future we should check what the intended behavior should be. Surely the exception was a wrong behavior.
