(CTTC) Implement SBI Driver for Nokia SR Linux L2 VPNs through gNMI

Description

Implement a basic SBI driver to manage Nokia SR Linux packet routers through gNMI and Nokia SRL Data Model. The Driver should support discovery and management of interfaces, static routes, and L2-VPNs.
