(CTTC) Add Service Handler for FLEX-SCALE End-to-End connectivity services

Description

A new type of service should be created called for FLEX-SCALE End-to-End connectivity services. This new type of service should be managed by a new Service Handler.

Demo or definition of done

Demonstrated in [Ref-1]. The new service handler should be able at least to set and delete endpoints.
