(CTTC) Update recommendations to use SocketIO on NBI and E2E Orch components

Description
Update NBI component with a SocketIO namespace enabling to stream recommendations coming from VNT Manager component. The recommendations should be forwarded through NATS/Kafka message broker. Update E2E Orchestrator component to create subscriptions towards recommendations namespace in child TeraFlowSDN instances. The subscription should be triggered when a device is added and enabled. SocketIO should be used to establish the subscription.
Additionally, many enhancements and bug fixes related to integration with IP and Optical controller.
Demo or definition of done
NBI component exposes a SocketIO namespace streaming recommendations from VNT Manager. E2E Orchestrator component creates subscription using SocketIO towards underlying TeraFlowSDN controllers' NBI component to retrieve recommendations.
