(CTTC) Required Service Handler to Support TFS Services that Manage IETF Slice and NCE Access Controllers in SBI

Description
A new service handler is needed to populate the config rules required to e2e manage access and IP transport domains. The access dataplane is controlled by NCE controller, and the IP transport dataplane is controlled by ETSI TFS which uses IETF Slice for interaction in NBI.
Demo or definition of done
The new service handler receives the IETF Slice complement data. It uses the data to define a new SDP between the access and IP transport domains and creates the config rules required to interact with the NCE and TFS controllers in the device component (SBI).
