(CNIT) automatic discovery of OC MGONs

Description

This feature allows to automatic discovery the OpenConfig Multi-granular Optical Nodes interfaces/capabilities, including wavelength-based interfaces, waveband-based interfaces and fiber-based interfaces. The wavelength-router OpenConfig module has been adopted and integrated with developed NETCONF agents.
