(CNIT) New SBI Driver based on OpenROADM for ROADMs

Description
This feature implements a new driver for the management of openROADM ROADMs. The feature includes:
- the discovering of the device interfaces,
- the possibility to refresh the device elements
- the APIs for configuring: (i) a media-channel (MC), (ii) a network-media-channel (NMC), (iii) a cross connection among NMC.
