(CTTC) Upgrade MicroK8s to version 1.28+

Description

Microk8s version 1.26 uses network CIDR 10.1.0.0/16 by default for assigning IP to pods. This might interfere with outer internal networks having the same network CIDR 10.1.0.0/16. MicroK8s supports launch configuration, including selecting the initial cluster network CIDR since version 1.28. Upgrading TFS deployment to MicroK8s version 1.28+ will resolve the problem.
