(CTTC) Create QoSProfile component

Description

Implement a new QoSProfile component to support translation of QoS Profiles into Service/Slice Constraints. This component should also be fed by the CAMARA Quality on Demand API through the TeraFlowSDN NBI.

Demo or definition of done

The new QoSProfile component to be implemented and tested through the CI/CD pipeline.
