(CTTC) Automatic injection of workloads when LinkerD is installed

Description

Currently workloads in Kubernetes are always injected with LinkerD sidecar. Add logic to inject them only when LinkerD is installed, otherwise, use manifests as they are.

Demo or definition of done

Workloads are injected with LinkerD only when LinkerD is installed.
