(TID) New telemetry collector to retrieve energy consumption measures from Power Distribution Unit

Description
There is a need of increasing the awareness about the environmental impact of the network infrastructure. The proposed component is a new telemetry collector that periodically retrieves energy consumption measures from a Power Distribution Unit (not the device itself). Monitoring the energy/power can be required for purposes such aso designing control loops for energy saving, evaluating the effectiveness of energy-saving policies, etc.
This feature will include an implementation with one specific PDU using REST interface. It will be designed such as new PDUs can be added.
The metrics that will be stored will follow the IETF standard, so that all energy metrics collected from different methods are stored in the same way.
The metric to collect is:
- total-energy-consumption (from a reference time)
Demo or definition of done
Energy consumption samples inserted in the time series database following IETF Yang xpaths.
