(UBI) Refactor Policy Component

Description

Prior to #112 (closed) (Closed) there is some complexity as per classes that exists in the policy component that need to be decoupled. We need the code to be more cleaner following principals of clean coding in order to be easier for someone to extend , edit , understand the code.
