(UBI) Unit Tests for Policy component

Description

Policy component has pretty low test coverage. Furthermore most tests are mostly validating correct input and not the actual logic of each function. For that reason we will extend the test cases for policy to make sure that the business logic is tested. This will also allow for easier future extensions.

Demo or definition of done

At least the main methods of PolicyService should be covered.
