SAREF4ENVI-1. The extension defines a property that already exists in SAREF

Situation: The extension defines a class s4envi:Actuator that is only used to define a restriction using the property s4envi:affectsProperty between the actuator and a property.

Proposal: To remove the class and the property from the extension since SAREF already has the saref:controlsProperty property to represent that information.

Status: To be discussed.
