Services are not properly updated from the supporting resources

• updateServicesHavingThisSupportingResource does not properly update service state and resource characteristics
• enhanced the logic of copying characteristics from supporting resources to services (adding prefixes based on resources)
• ignoring prefix chars for services with no Kind

Pending issue is the non deterministic of appearance of double characteristics in services

Adding "double characteristic investigation" comment in the code for future investigation
