Investigate ProcessOrderItemActionCheck job failure while terminating Service Orders

This error is encountered while terminating several Service Orders in pararrel.

The job failure leads the Service Order to return to "Completed" state and the allocated services to remain in "active" state.

If termination is retriggered, then the operation is successfully executed.
