fix(ci): restore default image for Docker executor runner

Two runners exist: shell (Python 3.13 host) and Docker (alpine default).
Shell executor ignores image directive. Docker executor needs python:3.12-slim
to have python3 available. get-pip.py fallback handles shell runner's
stripped Python without pip.
