Fix the SRM consumer pipeline reference

Points srm-consumer to SRM develop, replacing the deleted test/tfsdk-consumer-qualification branch that blocks scheduled SDK pipelines.

Verified locally: 41 CI/release tests and native CI Lint passed. The MR pipeline will verify the downstream consumer execution.
