build: align hooks and CI on current stable Black and Flake8 

Pin Black 26.10.1 and Flake8 7.4.1 with their required dependencies. Apply the formatter-only migration with identical Python ASTs. Verify hooks and 137 offline SDK tests on Python 3.10 through 3.13.
