fix(fm): answer the partner registry and identity routes with ProblemDetails

OEG now relays /internal/partners and /internal/identity for the portal and
only passes ProblemDetails errors through, so FastAPI's plain 422 reached the
operator as a 502. Treat these routes like the other relayed ones: a bad
body is a 400 with invalidParams naming the field.
