Add API for importing external report results

Adds POST /api/reports/import for importing externally calculated data-quality metric results.

Imported results receive an analysis_id and can use the existing summary, report history, PDF, and Excel endpoints.

Also adds validation, ratio/percentage score normalization, custom metric weighting, and API documentation.
