Proposal to create something explanatory about overlapping content
There are very significant overlaps between clauses 9, 10 and 11 and between tables A.1 and A.2 as well. It would be useful for implementers of EN 301 549, for authorities in charge of monitoring the EN 301 549, for accessibility evaluators etc. All these stakeholders have to examine the EN 301 549 profoundly to understand it accurately.
For instance, while I drafted guidelines for public sector bodies of Estonia, I approached requirements that apply to public sector bodies (i.e. tables A.1 and A.2) on the basis of WCAG: requirements that are based on WCAG (i.e. requirements of clauses 9, 10 and 11) are together (for example, a slide in estonian about the WCAG guideline 3.1 Readable) and non-WCAG requirements (i.e. requirements of clauses 5, 6, 7, 9, 11 and 12) are together (for example, a slide in estonian about non-WCAG criteria of clauses 9 and 11).
For that I created an Excel, where tables A.1 and A.2 are categorized into WCAG and non-WCAG groups (it's partially in Estonian, partially in English), however, it's very impractical if literally almost everyone, who has to analyze EN 301 549 profoundly, are going to create tools alike individually.
