Internal links of EN 301 549
I am proposing a creation of internal links of EN 301 549 as it would contribute significantly to an usability of EN 301 549.
It would be useful for implementers of EN 301 549 (like public sector bodies who have to follow it), for authorities in charge of monitoring the EN 301 549 (I am currently working at the Consumer Protection and Technical Regulatory Authority of Estonia, that exercises supervision concerning compliance with the requirements for the accessibility of websites and mobile applications), for accessibility evaluators etc. All these stakeholders have to examine the EN 301 549 profoundly to understand it accurately.
For example, internal links are necessary between individual requirements in clauses 5 to 13 and respective instructions for conformity assessment in Annex C. While drafting a monitoring methodology for an Estonian in-depth monitoring exercise (according to Commission Implementing Decision (EU) 2018/1524 Annex I) I had to examine the requirement 7.3 (page 36 of EN 301 549) and the instruction for conformity assessment C.7.3 (page 129 of EN 301 549) simultaneously. The instruction is: "Check that user controls to activate subtitling and audio descriptions are provided to the user at the same level of interaction as the primary media controls." A key expression is "level of interaction", that is explained in a description of the requirement ("level of interaction (i.e. the number of steps to complete the task)"). Eventually I didn't used the expression "level of interaction" at the Estonian methodology as more apparent was to write like that (example is from an assessment form of web content): "If the main purpose of the web page is to display video and audio content, check that activation of subtitling and audio descriptions don't need more clicks than activation of play/pause button." (sentence in Estonian: "Juhul kui alamlehe peamine eesmärk on esitleda audio- ja videosisu, siis kontrolli, kas subtiitrite ja kirjeldustõlke aktiveerimiseks või sulgemiseks ei pea tegema rohkem klikke kui video mängima või pausile panekuks.").
There may be another use cases of internal links as well, but the necessity of internal links between individual requirements and respective instructions for conformity assessment is the one that I have noticed.
