Adding Missing WCAG2ICT Note for Status Message Programmatic Access (11.4.1.3)

A WCAG2ICT note is missing from 11.4.1.3, which clarifies how status messages should be handled in software not implemented using markup languages.
This update ensures clarity and consistency with WCAG2ICT, improving guidance for non-markup language implementations.
PROPOSED CHANGE
If you do not intend to change the WCAG language to remove “In content implemented using markup languages…”, then add the following note after the clause:
NOTE: For software where status messages are not implemented using markup languages, there is still a user need to have status messages be programmatically exposed so that they can be presented to the user by assistive technologies without receiving focus. This is typically enabled through the use of accessibility services of the user agent or platform software.

If the suggestion in Issue #448 is accepted, the SC must apply more broadly to content not implemented in markup languages and add a precondition: “Where the software is implemented in a technology that supports making status messages programmatic available…”
