Adding Precondition for Status Message Programmatic Access (11.4.1.3)

A precondition is needed for this clause because this Success Criterion (SC) ensures that status messages are programmatically exposed so that assistive technologies (AT) can present them without shifting focus. To properly reflect this, the clause should include a condition addressing functionality that is not closed to programmatic access.
This update clarifies the scope of 11.4.1.3 and ensures it applies only to software that supports programmatic access to status messages.
PROPOSED CHANGE
Add the following precondition: “, and the software includes functionality that is not closed to programmatic access of information by assistive technologies, the functionality that is not closed”
This will ensure the clause reads as follows:
"Where ICT is, or includes, non-web software that provides a user interface, and the software includes functionality that is not closed to programmatic access of information by assistive technologies, the functionality that is not closed shall satisfy…"
