SC 4.1.1 obsoleted in WCAG 2.2

How should the EN301549 reflect this?
As far as I understand, the rationale is two-fold:
- Earlier, assistive technologies more often were affected by the markup, but this is very rare now since AT usually accesses content via the Accessibility API. And modern user agents (web browsers, mostly) are very tolerant to errors in markup. Therefore, the accessibility implications of markup errors have been greatly reduced.
- Many of the problems that cause 4.1.1 fails also fail other success criteria.
Also, reducing the number of criteria has a value in itself, as it makes the specification less complex and therefore easier to read and to maintain.
I still see reasons for promoting high quality markup. Eg. validation is an efficient tool for quickly locating and fixing bugs.
But even if tools are useful, including them in mandatory standards may not be the best option. And the EN301549 should align with WCAG as much as possible.
