Merge of Conditional or Unconditional and Condition columns in Annex A?
In EN 301 549 V.3.2.1 tables A.1 and A.2, there are two columns: "Conditional or Unconditional" and "Condition". These show whether a requirement is conditional, and if it is, then what is the condition that has to be met. Most requirements are conditional, so the respective blanks in the next column are filled with the condition. The respective cells for each unconditionally required requirement are empty (unconditionally required in both tables are 5 requirements from Clause 12 and only in Table A.1 requirement 11.7).
If there isn't a reason for two separate columns, then it seems sensible to merge these two columns: for accessibility, it is not advised to use empty cells; for usability, the merge makes tables simpler; etc. For example, perhaps it is suitable to insert "The clause is unconditionally required" into empty cells and to delete the "Conditional or Unconditional" column.
