E-books are in a way excluded from the mandate 587 at least from the certain products and services. But maybe it is possible to work something out in clause 10 in relation to the webaccessibility directive. Then it would be possible to use EPUB for documents to show compliance.
As highlighted above, the accessibility of eBooks is specifically excluded from the scope of the EAA. We cannot have different accessibility requirements that say different things for the two Directives. So, trying to say that conformance to EPUB is one way of meeting a requirement for the WAD but not for the EAA is not a viable option (even if it was seen as a desirable option).
The initial issue was to "to add the requirements of EPUB Accessibility 1.1" into EN 301 549. The EAA specifically excludes this option.
