2.4.13 Focus Appearance

Once WCAG 2.2 has become a W3C recommendation, we could integrate 2.4.13 Focus Appearance into an upcoming version of EN301549 by introducing a few new formulations/clauses.

Update: This SC finally ended up at level AAA in WCAG 2.2.
