Criterion 9.1.2.3 can be deleted without replacement, comment from KBV in Germany
Since the EN standard requires all WCAG criteria of Level A and Level AA, the following situation arises for criteria 9.1.2.3 and 9.1.2.5 (same 10.1.2.3 etc.):
9.1.2.3 (Level A) requires an alternative for time-based media or audio description.
9.1.2.5 (Level AA) requires an audio description.
Due to the combination of Level A and AA, the possibility of an alternative for time-based media e.g. a „full text alternative“ from 9.1.2.3 is no longer allowed. Accessibility is only guaranteed by criterion 9.1.2.5.
Quote from the WCAG 2.1 Understanding document: "1.2.3, 1.2.5, and 1.2.8 overlap somewhat with each other. This is to give the author some choice at the minimum conformance level, and to provide additional requirements at higher levels. At Level A in Success Criterion 1.2.3, authors do have the choice of providing either an audio description or a full text alternative. If they wish to conform at Level AA, under Success Criterion 1.2.5 authors must provide an audio description - a requirement already met if they chose that alternative for 1.2.3, otherwise an additional requirement."
