DE: Comments on 5.1.3.6 Speech output for non-text content (Tab 5, Item 9, row 10)
Submitted on behalf of Digital Europe as part of #55.
5.1.3.6 Speech output for non-text content
Where ICT presents non-text content, the alternative for non-text content shall be presented to users via speech output unless the non-text content is pure decoration or is used only for visual formatting. The speech output for non-text content shall follow the guidance for ""text alternative"" described in WCAG 2.1 [5] Success Criterion 1.1.1
NOTE 2: Where ICT is a TV, its native menu structures may not be web browser based, or it may not recognise images rendered from the received broadcast stream, therefore it will not contribute to the speech output. It is best practice that native icons, that represent functions can be delivered via speech output"
DE comments:
AD or Subititles can be non text content and are contained in the broadcast stream which TVs have no control over.
TV TTS 'text alternatives' are for example ""Channels & Inputs, 2 of 10 in list, 10 items""
Text alternatives could be 'alternative media' as described in WCAG, which could be video
Native icons such as the cog/gear to indicate settings should be voiced by the TTS
