(TID) FRR topology Use Case

Description
- Add new flag to indicate the presence of FRR devices
- Create an FRR connector to configure slices directly over the devices
- Create an slice manager that reads the topology to understand the maximun number of slices available
- Use DSCP as key for matching slices through paths
