Multiple Small Bugs:

• common > tests > InMemoryObjectDatabase.py: enhance log error reporting
• common > tools > descriptor > Tools.py: method format_custom_config_rules() does not properly format non-string resource_values in custom config rules
• common > tools > service > GenericRestServer.py: reported listen URL is wrongly formatted
