Add support for ACL config rules in services

Description

Support configuration of ACL rules in services according to the .proto definitions and workflows proposed in MS2.2 [Ref-1].

Demo or definition of done

The feature should enable configuring ACLs for the services in the devices. A journal publication is planned before the end of 2022.
