Automation closed loop for optical and multi-granular nodes

Description
This code adds the support for the closed loop for the automatic adaptation of the opticla multi-granular connections according to the telemetry information. Other than optical controller, it includes also extensions for the telemetry collector and the automation loop to support optical devices and services. Moreover, the new code includes novel capabilities for the optical controller, including:
- disjoint constraint for optical-bands
- alien wavelength configuration
- assignment of media-channel to a specific optical-band
- preferred band for optical-bands
Demo or definition of done
A live demo and a PDP paper have been presented at OFC 2026 related to those topics [Ref-1] and [Ref-2].
