[UBI] INT Collector invocation and processing crashes after integrating gNMI

Description

After the introduction of the GNMI collector and its integration with the Telemetry backend, the patch introduced by CTTC broke the INT collector. Moreover, the INT collector itself had poor error handling which required improvements.

• context, device, service, pathcomp, kpi*, telemetry, nbi, webui

Sequence of actions that resulted in the bug

• P4 topology onboarded via the P4 TFS device driver
• P4 INT service provisioned
  • This service starts the INT collector, but it couldn't start due to the brealing issue mentioned above

Expected behaviour

• INT collector properly spawned by the INT service handlers
• Better error handling in the INT collector
