(UBI) Instruct policy to observe a specific KPI ID for alarms

Description

Currently, Policy component implements Event-Condition-Action logic. Redesign Policy to monitor a specific KPI ID for alarms, and execute a specific action when the alarm is raisen.

To be showcased in an OFC conference paper [1].
