(TID) New service to IPoWDM controller to manage Transceivers configuration on external agent

Description

This service allows the configuration of a ACTIVATE TRANSCEIVER service for XR pluggables based on a external agent. This type of service is in charge of configuring the pluggables with tx-power and frequency. It also includes L3 information for the IP configuration of the service. Unlike the IPoWDM service, this service is between controller and equipment, instead of being between orchestrator and controller.

Demo or definition of done

TFS is available as IPoWDM controller. An "ACTIVATE TRANSCEIVER" service is uploaded through the WebUI and TFS manages it to send the configuration to the external agent.
