(CTTC) IETF SIMAP Basic support with Kafka YANG-push

Description

Add basic suport for IETF SIMAP together with Kafka YANG-push through SSEs. The solution should use mocks for NCE controllers, traffic synthesizers and distributed traffic aggregators.

Demo or definition of done

The experiment has been showcased as a ECOC 2025 live demo [1].
