[UBI] New P4 Service handler for load balancing

Description

A new P4-based service handler that load balances incoming flows across 2 egress ports.

Demo or definition of done

The test will be conducted with a 5G UE connected to the ingress port (via a gNB) and 2 UPFs being connected to the 2 egress ports.
