[UBI] Updates in Policy component to support the revised Automation loops

Description

The revised Automation service uses the Policy service to actuate on active services. This requires to move the "conditional" part of a Policy into Automation, thus only keep the actuation part within the policy workflow. In addition to this, the Policy service required further updates to support certain service objects that were not supported in the past, such as constraints.

Demo or definition of done

Until a test is implemented to verify the correct integration with Automation.
