Update from Python 3.9 to the newest stable version

Description
As Python 3.9 approaches its end of life (end of support) [Ref. 1] we must start investigating the strategies to update TFS to the latest supported version. At the time of writing (June 23, 2025) the current stable version if Python 3.13 which will have support until 2029.
Demo or definition of done
This will be done when we move the base image of the containers from 3.9 to 3.13.
