Add support for RESTCONF protocol in devices

Description

I would like to see support for RESTCONF [Ref-1] in both device and service TFS services.

This would allow further connectivity of TFS with modern VNFs.

Demo or definition of done

Tested connectivity of TFS with a network device via RESTCONF.
