Add ZTP server that provide a zero touch provisioning to whiteboxes

Description

Create a ZTP server that include new endpoint using REST API and gRPC with the aim of being able to configure and setup whiteboxes switches.

Demo or definition of done

A virtual whiteBox SW should get configuration from new ZTP Server.
